I've got a 1680x1050 monitor and when there's 10 medium sized tiles across the screen, it activates the scroll bar, but there's no need for the scroll bar as all the Open Finder in " List or Column view" select a file then hit the "Space bar" and then you can scroll up and down using the arrow keys.
