Right-click on the Windows 10 start menu button and choose "Command Prompt (Admin)", then enter "powershell" and press Enter.
to fix it, i just ctrl/alt/delete log out and back in. Either copy them directly(needs admin rights I guess) or over a folder that can be used by both users. Sign in to make your opinion count.
