Then I installed all the updates from Windows Update, rebooting as necessary. I now could select 'keep settings and apps'. This process takes the least amount of time, as technically you're not required to do a backup (though it's highly recommended you do). When I finally reached a chat technician, he was nice but gave me zero help - and the resulting "escalation" was more like "black hole."
