There were no errors when disk was created. I first tried a linux style repair disk just to see what I could see. What baffles me is, if this were a MBR issue, then I'd expect the Windows 7 repair CD and/or Windows 10 repair CD to function. Windows will provide several tools that you can use to repair your system, including using the system image, if you have one available.
The defective Dell was originally a Windows 7 machine. So given you say this Disk burned OK and is working, then the first thing you should see when the affected computer boots from your Repair Disk is a Blue Box Startup Repair: A good first attempt. It's simply a gateway to Windows' built-in recovery tools.
So, it's no big deal for them to fix, if they ever do.
